| The New Orleans Police Department is in the news often as two are killed while on duty within two days in July and another is sentenced to death for ordering the murder of a woman who had filed a brutality complaint against him in 1994 , | The Orleans Levee Board goes through two presidents, Robert Harvey and Mike Fosters choice to succeed him, William Nungesser. At the end of the year the board is still in hot water for its financial practices. | The ³Crescent City Connection² is finished after 15 years and $480 million connecting the West Bank to the Central Business District with a second span. | The New Orleans Aviation Board initiates environmental impact assessment of its plans to build a second north-south runway in St. Charles Parish. A 71,500 square foot cargo building is completed. The crime rate in New Orleans is the biggest story of 1996 as the murder rate is nearly one per day. Police Superintendent Richard Penington anounces one police rate and City Council is ready to approve another next year. |
Five years after the legislature approved river boat gambling, video poker and the land casino, the voters get to give their approva. Orleans Parish votes to keep it all, but most of the boats are moving to the prosperous Shreveport/Bossier City area and the land casino, only partially finished has run into bankrupcy problems. |
