Determined to lead the newly acquired Louisiana Territory into a representative democracy, Jefferson purposely selected individuals with long histories in Louisiana to make the transition from French to American rule as smooth as possible. These men were Joseph deVille Degoutin Bellechasse, Jean Baptiste Macarty, Jean Noel d'Estrehan de Tours, and Pierre Sauve. All four were members of the legislative council that shepherded the new territories into an unfamiliar form of government.
