Born Marsailles, France. Moves to Philidelphia 1802 or 1803 where he married Pauline Baker the daughter of Hilary Baker, the mayor of Philadelphia. They will have three sons and a daughter.

Moves to New Orleans.
1804-1810
October 1
Cenas is appointed Postmaster on October 1, 1804. He holds this office until April 1, 1810. He Establishes a well organized postal system and postal roads in the New Orleans area.
1804-1810
December
Cenas signs a contract with the Hays and Commmack stage line to carry mail as far as the Manchac area.
1812
March 25
Serves as sheriff until his death in March.
