A preliminary survey for the Vicksburg, Shreveport, and Pacific Railroad was made in 1854, but the Civil War stopped construction of tracks at Monroe. It was not until 1883 that the first locomotive blew into the little station called Ruston. A name was suggested by an official of the railroad in honor of Robert E. Russ, on whose land the town was to be founded. A surveyor for the railroad laid out the town with the Vernon-Vienna road passing north and south as one of the streets. Mr. Russ donated a block each for a courthouse, a school, a cemetery and several churches.
The town grew quickly because most of the population of Vienna moved there in 1884 with the change of the parish seat. It was incorporated the next year.
